The Government Office for the Support and Integration of Migrants has recently published several notices or public procurement contracts, including for meals at the Asylum and Accommodation Centre in Logatec. All in accordance with the Green Public Procurement Regulation. No joke! And we are talking about up to 450 or more meals a day.
The public procurement notice was published by the Office for the Support and Integration of Migrants on the 28th of February 2025, and the contract is for the provision of all-day catering – in line with the Green Public Procurement Regulation.
– At least 15 percent of foodstuffs must be organically produced or processed.
– At least 20 percent of the foodstuffs must be produced under quality schemes as defined in the Agriculture Act or the regulations governing quality schemes.
There are even rules for paper napkins, which must meet the requirements of the Green Public Procurement Regulation. All packaging waste must also comply with the regulation.
The procurement contracts are set for a period of 24 months, with an option to extend for a further 12 months. The call is open until the 31st of March 2025.
Migrants’ food will be paid for by taxpayers
The contract will be awarded to the “admissible tender”. The indicative price is not fixed, but it is known that the feeding of asylum seekers and irregular migrants will not be financed by European Union funds, but will come from the national budget (at the expense of all taxpayers).
Products covered by green public procurement are: meat and meat products, milk and milk products, eggs, honey, flour and flour products, oil and vinegar, bakery products (bread and confectionery), beverages, fruit and fruit products, seeds, general groceries (e.g. starch), vegetables and vegetable products, and others.
Breakfast is from 7.00 to 9.30, lunch from 12.30 to 14.00 and dinner from 18.30 to 20.00. The Contractor shall take into account the dietary habits of the persons accommodated when preparing the food. In special circumstances and in agreement with the Client, the Contractor shall adapt the composition of the menus and the timing of the sharing of meals – such as during fasting periods (or other special circumstances of the persons accommodated). In the event of different dietary habits, the Contractor shall be informed by the Client. Disposable crockery and cutlery shall be provided.

Estimated volume of the procurement: up to 450 meals or more per day
The documentation indicates that prices are sought for several ranges, namely for all-day meals (breakfast, lunch, dinner). The prices depend on the number of persons/day and on the type of meal provision – breakfast, lunch, dinner, cold (dry) meal and different all-day diets (children, pregnant/lactating women, diets), as follows:
RANG A: from 1 to 40 persons RANG B: from 41 to 80 persons RANG C: 81 to 140 persons RANG D: 141 to 200 persons RANG E: 201 to 300 persons RANG F: from 301 and more persons
Prices will be fixed for 12 months, after which they may be adjusted in accordance with the provisions of the documentation and the Framework Agreement.
The daily number of meals ordered depends on the daily needs or the number of accommodations on site and may therefore vary on a daily basis. The daily minimum number of persons accommodated may be 0, the daily maximum number of persons regularly accommodated may be 450, or more in exceptional situations, in which case the Contractor will be informed by the contracting authority.
The tenderer/Contractor must indicate in the list all the organic foodstuffs to be used in the preparation of the meals for each lot. The list must also be accompanied by an organic label or certificate attesting that the foodstuff has been produced or processed in accordance with the rules on organic farming. The Government Office reserves the right to verify the information provided by the tenderer. However, the Contractor must ensure that the validity of the certificates is checked regularly.
The menu must be certified and written in Slovenian and English. In the event of rejection of a dish on the grounds of inadequacy of smell, taste or appearance, the Contractor shall prepare a new dry meal within a maximum of two hours of the rejection of the dish.
